Individuals or organizations distributing handbills, flyers, or other materials within the City of Southgate must follow the requirements of Chapter 850 of the City of Southgate Code of Ordinances.

Please be aware of the following requirements:

  • Flyers or handbills may not be left on or attached to signs, utility poles, transit shelters, or other structures located within the public right-of-way.
  • Flyers or handbills may not be attached to private property in a manner that causes damage.
  • Flyers or handbills may not be left at properties displaying a qualifying "No Solicitor" sign.
  • Individuals distributing flyers or handbills may be required to identify themselves to the Southgate Police Department if a complaint is received concerning damage to private property.

Before distributing flyers or handbills, please complete the City’s Application for Distribution of Handbills/Flyers and return it to the City Clerk’s Office.
